Before joining Dann Pecar Newman & Kleiman in 2004, Mr. Chapman was an elbow law clerk for eight years for the Honorable Richard Mills, United States District Judge for the United States District Court for the Central District of Illinois. In this position, Mr. Chapman assisted Judge Mills in adjudicating cases in Federal District Court and in five different United States Circuit Courts when Judge Mills sat in those circuits by special designation.
